hi guys, when using a CMS and when to develop from scratch?

I try to use an existing cms whenever possible to avoid spending time "remaking the wheel" so to say. There a situations that require a custom cms as stated by noname but they are rare and usually it is good practice to use "battle tested" code like WordPress. By battle I mean security/hacking tested in live production environments.

Every php developer should write one from scratch at least once as a learning experience with OWASP as there guide.

I'd say to start from scratch if no Cms adjusts to your needs and / or you find it difficult to implement a feature / theme
