When are you truly good in a programming language?

For example, C++ is vast. But, what are the minimum things to be learnt or mastered before declaring that you're good at that language?

A language is like a set of tools. You probably don't need to know them all but the better understand the ones compatible to your requirements, the more you will be mastering it.
