how can they create machine learning function with those super basic function?

machine learning is based on optimization(minimize/maximize). there are many types, but.I can give you a quick example.

suppose you want to learn to play an instrument by yourself. You have your instrument and some videos of people playing.

1) You check the videos out
2) you try to replicate them using whatever you are given (your instrument, your hands, etc)
3) you check your results and compare them to the videos you have.

repeat until you've learned.

This is the basis of supervised learning! You have some data and its labels, you ask the computer to create a hypothesis and check the results with the labels given, modify your hypothesis and check again until the results are as good as they can get.
