does css is enough to learn to build a good website?

well i depends what website you wanna build. If you are thinking about site containing just pure information like portfolio site - yes, you can. But you need PHP to connect this site with database and some JavaScript to implement some visual effects like animated gallery etc

I'd also add you want to read up.on.responsive design so your able to get your site is to look good on.pc, tablet and mobile

as Andy said it depends what website u want to build .. but in case of designing as html and css describe the look of your site and javascript describes behaviour of your website ... so it is better to know javascipt also to make more efficient user friendly responsive web designs .
And in case of developing , u gonna need php like language to connect u with database
