If you want my personal advice, i would tell you to start learning HTML/CSS prior to anything. They are not programming languages but i believe anyone starting with them would enjoy it considering how easy they are to understand and can quickly be put to practice.
Now for your real question, most programmers start with the C language not only because it is a very good base to learn proper coding but it also allows you to understand the rest of the languages more easily.. After that you have multiple choices to pick from. if you want to code for websites then you learn javascript and php, if you want to start making windows applications you learn c#, if you want to do anything else you learn java. etc...
