it depends on what your goal is.
I would not suggest learning web design if you want to create an operating system..
but if you want to create the next great social media website, then yes, learn web design

so many people start with web design like HTML and CSS for some reason. my first programming language is java. CSS and HTML are not programming languages btw, they are mark up languages like xml. to code web applications, you need knowledge of JavaScript
