How I can covert txt file into html file in Windows 7 /8?

Please don't suggest any website if you can convert file by offline method then you are warmly welcome to write that method.

I have tried this but doesn't working in my windows7

Disable hide known file extensions and rename .txt to .html, or save the txt file as "All Types" and add .html to the end.
