which program would you recomend for web design?

i'm new in html, css and javascript and i would like to develop a custom webpage from my computer, is there a program that i could use to practice and stuff like that?

You'll need resources to teach your more about these three fields. homeandlearn would be my suggestion.
About computer app, your windows browser will take care of them all. You'll just need to install an editor to help you with the coding but not too much to damage the learning process. notepad++ is really nice for that.

I use Visual Code to type it all up. . . It's similar to using the Code Playground here. Then I just open the file in my browser or download it onto my website.

I recommend sublime text 3. It has amazing and useful features, syntax highlighting, auto-completion, and it's hackable with plugins.
