Can anyone learn more than a programing language and become expert in it ?

I want to learn web programming and mobile apps programming if the answer is yes
what programming language did you recommend ?

If you are new to programming I recommend you specialize in one field to begin with then move into another field. Regarding what languages:

Web-Development:
HTML - structure (required)
CSS - design (not really required)
JavaScript - functionality (not required)
PHP, Django, Ruby on Rails - back end/server side (one required if doing back end development)

Mobile Development:
IOS development - Swift or Objective-C
Android development - Java
Windows Development - C#
