It's the tag name... implicit 'meta information' (superior/important, related to document content but not displayed to user/visitor)

This is for declaring the code character map used in the source file: ASCII is the oldest standard but only define 255 symbols, and that's not enough for all specific signs in all languages... so it first used many specific adaptation to encode specific langs... But today new character map standard use more number of symbols at once, as the usual 'UTF-8' ^^
