might I recommend you clojure and clojure script? It works on the JVM, .NET, and compiles into JavaScript if you behave.

@Ace no operating system, strictly speaking. The reason is, the CPU isa is not compatible with that of the JVM. This requires a special purpose CPU that is built for JVM where among other things, garbage collection can be relegated to the hardware. I think there was an attempt that was later abandoned. That said, like @Ahri says, Android is pretty close. The Linux kernel acts as the CPU for the dalvik JVM that is custom built for Android.
