Is it good to use Framworks for professional website?

Suppose, I am going to make a website like Facebook or Any professional website. Is it good to use CSS frameworks like Bootstrap, Materialize CSS, and JS framework or library like Jquery e.t.c ??

Answer is Yes, if you have strong foundation on HTML/CSS/Javascript. Answer is No, if you still not sure the basic of HTML/CSS/Javascript. You should be at least able to use HTML/CSS/Javascript alone to build a full standard corperate website.
