I want to be a freelancer. what is the requirements to become a freelancer?

It solely depends upon the type of freelance work you're trying to do, and what your project is. If you're going to do freelance work in web development, then I would focus my efforts on those types of technologies. (html, php, asp, SQL, JS, jquery, etc... etc... etc... - there's a lot) If you're making software, then maybe you'll want to spend some time with C++/C#/Java or something similar?

As mentioned, it just depends what type of work you're trying to do. Without knowing more, it's hard for me to suggest tools; I don't want to recommend a screwdriver when you're actually needing a hammer for a nail.
