With Linux, you use a user-friendly distribution like Manjaro, Debian, or Ubuntu. They have package managers that let you download a library you want. They've got graphical fronts and suggested packages too that further enhance things. CB tends to detect the presence of many libraries and offer stencil projects at start. Linux also has many useful utilities for coders that Windows lacks. As far as coding is concerned Linux is to Windows what chess is to tic-tac-toe. EDIT: I assume this is a "How do I get started" question. If you're asking about specific Linux programming you'll have to learn a few core APIs and then those libs you choose to work with. If you're wondering how to make apps/games for other targets using Linux, you'll probably use qt and ogre(games) to deploy on multiplatforms.
