The induction to the Wikipedia entry on Ruby on Rails is pretty explanatory on its use: "Ruby on Rails, or simply Rails, is a server-side web application framework written in Ruby ... Rails is a model–view–controller (MVC) framework, providing default structures for a database, a web service, and web pages."

I think what it's trying to say is that Ruby is the language used with Ruby on Rails which is designed to complete tasks on the server side of web development.

I'm sure it has many other uses but my entry level understanding is that it is most often used with Ruby on Rails.

Rails is server based. Front end web development will utilise HTML/JS/CSS more. Whether or not you think you should learn Ruby depends on what you want to do.

If you want to develop your skills as a front end web developer then Ruby is not as important. If you are interested in back end development then Ruby seems like it would be something worth looking at. I'd like to clarify, I'm not an expert on web development or Ruby on Rails, this is just what I've read from Wikipedia.
