How do we bring image to front while having main image as background, while over one another?

would it be static, dynamic or interactive effect? I would play with CSS - sprites, div positions, backgrounds, border images, transitions, hovers... svg rules them all (I haven't tried canvas) but it's hard to say what would work for you, I didn't quite get the question. you may want something draggable, then you might want to consider JavaScript elements. if you need this information just let me know, I'll help if I have the knowledge
