WHAT OTHER LANGUAGE SPECIFICALLY CAN I SUBSTITUTE FOR C++

I want to know the language that can do all that c++ do.

You can use Java, the languages are VERY similar in nature. C++ came first, but Java is based off of it. Even in Android Studio you can write apps in Java OR C++. However, there may be other languages you can use depending on what you need it (your code) to do

Since C++ is an Object Oriented language, and it's commonly used for apps development, i think another Object Oriented language like JAVA is surely an appropriate one to help u doing same things as in C++

I know that common substitutes or alternatives to c++ are Lua, C, and maybe C#, however I'm probably not the best one to answer your question. It's worth a try.
