Does CSS take over on the challenges of HTML?

The more and more I challenge people, the more I'm asked for CSS questions like Style=... Why don't they ask you HTML parts more than CSS, although CSS can be an attribute of HTML it isn't quite necessary to mention them moulded in HTML. CSS is a seperate course. Please let's try to save this!

Usefulness isn't the thing, the idea that CSS is in HTML course bothers me a lot. Imagine doing a HTML challenge and you have the experience of HTML but not CSS, that can result in XP-loss.

you are true but it is also that HTML is used in web designing for creating structure and css is used for its presentation
