I have visited the site but they are using JavaScript for creating a nav menu I want to create a nav menu using html and you. by the way thanks for your suggestions.

Without JavaScript nav menu bar should not be as responsive nav menu bar

not just tag but complete nav menu bar responsible with mobile device.

use @media in css without using js and bootstrap you can able to create responsive nav bar but bootstrap,material design are make your work very easy

Check this code for a pure Css drop-down menu... https://code.sololearn.com/WV5yAMqEKnO0/?ref=app ... not "responsive" designed, and a few stylisticly uggly, but you could adapt style easily and render it responsive with few efforts ^^
