Css is easy AND hard... but it's mainly easy as you don't require hard css stuff to seriously use easiest functionnalities ^^

it's pretty easy but you'll find that it's powerful too. the basics are simple. they help you create neat websites. but you can use it to animate elements without JavaScript too. take a look at some pure css designs and you'll see its awesomeness. 😊
