Use your own when you don't want unnecessary lines of code. A simplest WordPress theme costs atleast 300KB, I think if you make your own, you will hardly costs 200KB. But I prefer WordPress when we don't need so many functionalities.

that depends... most cms have lots of unnecessary functions you'll never use. they're not suitable for small projects like pure blogs. but go for them if you want to add ecommerce, galleries, sub pages and stuff. they might be more reliable and secure than a self created cms.

Create your own CMS for learning purpose. Its better to use existing popular CMS for production site unless you want to compete with existing CMS. A single popular CMS is created by thousand of brilliant brain. So it already handle everything; security, scalability, maintainability, etc. that you never think of.

good question! I had to struggle for a bit to understand what is useful in a Wordpress theme and what is not. So, now, since every theme is much different from any other, I start working on a site always using the same theme. Changing theme is almost like changing environment every time (of course I'm talking of complex themes). The problem is, the more you learn of "coding" the more you have to struggle to override the theme functionalities...
