You mean why did google start Go? and Facebook hiphop_php? most of the time it's because current language don't have the features, capabilities or speed of current languages. reading the Wikipedia pages of Go and Hiphop_php will give you more information. for instance hiphop_php converts pho to c++ as Facebook uses c++ in their backend software
