How can I create search engine?

I want to create the search engine which search files in specified folder? Can I do it with HTML, CSS and JavaScript? If yes what are codes of create search engine?

The input tag type="file" for HTML. In this program i used it load a file content. https://code.sololearn.com/WhAk5YF0f5Av/?ref=app It does not work in the sololearn app, export the code.
