How to change my website to responsible website by using an tool / framework ?

What’s a “responsible website”? If you mean a responsive webpage, that’s done purely in HTML and CSS. I don’t think you need or can use any framework or tool to help with that (aside from a web search engine to look up HTML and CSS coding info), as all webpages are are different and may be responsive in different ways. I am not an expert web developer, this is based on intermediate web development knowledge and first-glance research.

When it comes to making your website look good on all screen sizes, you've got options like Tailwind CSS or Bootstrap. But be warned, there's a learning curve. So, my advice? I think you should learn more and get a bootstrap as a css framework to make a responsive web site It will be easy to learn for you if you know css very will And if you want to go to learn a framework like angular or react it will be more good for you
