Is HTML code considered actual "code" since HTML is a markup language?

If HTML isn't considered coding, does that mean someone who writes HTML code isn't actually a coder?

I would say it's still code, since it actually requires an application used for said 'code'. Or if you want to say one is not a coder since he/she does html, you can say someone who writes html is a Web Developer of sorts. A full fledged Web Developer would be one who does html, css and js as they are the main languages used for web development.

HTML, is a markup language, it structures web content without complex logic or dynamics. Yet, in web development, writing HTML involves coding, as it instructs browsers on rendering pages. Thus, HTML users can be seen as coders, contributing to web development, albeit not in the full scope of programming.
