I need to know how to create a project.

Question

So I was learning C++ here on sololearn and there was that lesson about creating a project, it said create a class on code block and that it needs a source and a main etc . 1- I don't understand what they are talking about 2- I don't have code blocks I have Embarcadero Dev-C++, and I don't know how to create a class and then #include that class within another script/program. So how do I "create a project" and use classes I created as a library?
