Can I learn C++ without mastering C?

i'm newbie for desktop programming language. C++ is deleloped based on C. Is it doesn't matter if i learn C++ without mastering C? and also, which more 'precious' and widely used between C/C++ and Java? Looking for answer. thanks

yea u can first u shd start with c++ and then u can easily master C and easily learn java as well bcoz both cpp and java consists of OOP concepts good luck
