Optimisation problem

I have a List of Lists of Points (latitude + longitude) with waypoints for an UAV mission. How can I analyse the list of lists so that I can optimize the distribution of waypoints for the number of UAVs to operate in the mission? Please help!

This sounds like the Traveling Salesman problem, and if so... Good news: it's a well-studied problem, Google can help! Bad news: it's a very hard problem, nothing can help!
