Your choice of tags (oops) is not clear, but if you want to learn object oriented programming, then between these two, definitely choose Java. Both languages are general purpose programming languages, which means they can solve a large variety of problems, they have large user bases, large adoption in enterprise, very good documentation, rich ecosystem of libraries, and are actively developed. However they have different advantages and drawbacks, different "sweet spots".

In my opinion python is much easier than java but oop concept is understood more clearly through java.

There is no powerful or less powerful language, neither there is the best nor worst language. All the languages are best since it all depends on the technology that has to be implemented. Sometimes the different firms they've there preferences in terms of language. So the best option is for you to continue digging deeper and growing wealthy in the language you're good at. Thank me later.

Python is very slow, but Java is faster. Python is better for beginners

Best option is neither of these two i think c and c++ are the good option to understand oops and if you want from these two only then python definitely

Python syntax is much more practical to use because it is shorter and more implicit due to dynamic typing. I use both languages regularly and my favorite is definitely Python. And instead of Java I will use Kotlin in the future because its much more practical and is fully interoperable. Edit: I don't know why anyone should use Java nowadays when there is Kotlin.
