How can I learn html in computer without internet connection

Yes. But still there is required to update knowledge in frameworks. Not just language basics enough..

Here, you can complete html lesson offline also..
See in the option about "make offline available" Select it. It can be downloaded.. So without internet you can complete lessons..

For practice, no need internet .. You can practice, by browser..

Download a tutorial and practice it by browser,. Just know how to do after writing a sample web page..

You can write any html code in any text editor. And save it with html extension. Open it with browser to it's output. No net need here unless for web links!.
Download any html pdf tutorial and learn from it.

Apps don't work in PC. If you want to use, first download an android emulater and then download app through emulater, .. open your apps in emulater. It then works like in mobile.

For web development: learn html, css, javascript and knowledge in a back end language is must.

Full stack : list is heavy..
Normally an experienced one only become a full stacker. .
