Yes, definitely. HTML are just text files, so they can be edited with any text editor. However, if you would like some editor which has syntax highlighting, I would recommend Visual Studio Code, which is a 30MB app and has support for programming languages and scripting languages, including HTML, CSS and JS.

Yes you can, but it will only be a bit harder to use because your words will not be automatically corrected...
