what I am expected to know to say that I have proficiency in a specific programming language?

What people expect you to know when you say you know a programming language? I don't see it as something speakable.. I studied the programming language principles and paradigms of many language families and applied some languages to some specific projects. I catch what I need from a PL api/ libraries. Am I expected to know specific applications to say that I know a PL? Isn't it a public info that I can access and consumed when needed? I really don't get it.

Depends which type of developer you wish to become. Web develops must be familiar with HTML, JavaScript and JQuery (CSS also helps) Server developers require knowledge of php and Linux Operating Systems. Game Developers can use Java, C++, C# General Programmers can use C++, Python and Ruby and pretty much any programming language. It's up to you to decide which path you wish to take.
