Which should i prefer ?

while buying a laptop,

256 GB SSD+ 1 TB HDD or
512 GB SSD only.

Especially for web development, designing..

When an SSD is packed with HDD, *usually* it means the SSD will be used for system, for faster loading of O/S and programs. The HDD usually becomes the data storage.

In relation to purpose (web development), I think you don't really need gigantic storage unless (for example) you are developing a streaming service, where large files (audio/video etc) will need storage space.

Just my opinion ...
