@Utkarsh : (Octal) 31 = 3 * 8 + 1 = 25 (Decimal).

@Utkarsh this joke is about numeral systems or systems of numeration, which names start like months' names. In this case - octal and decimal numeral systems for October and December. Number 31 in octal numeral system is equal to number 25 in decimal numeral system.
