html and css are not the same

html is a markup language, while css is a style rules properties descriptor...

both are closely linked as css was mainly developed for html (and html5 without css is not complete)

there are many markup languages... for different purposes ^^ but quite all share the specificity to describe data as text: xml, sgml, svg...
