You can use any language to build application but I would like to prefer c++ which is a high level object oriented and is faster in execution you will really like to work on it

You can also build windows apps using html, css and js using electron.js.

you could use python wich is roughly cross platform: as much as c++ is, but with a less hard learning slope ^^
