Why is PHP not lumped into web when you create a new project?

Because Web (HTML, CSS, JS) is front-end program, while PHP is back-end program. Front-end program runs on client side, back-end program runs on server side.

Thank you. I know that PHP is backend, but PHP is still needed to host a site, to serve up the html document. PHP is critical for websites, that is why I am interested in why was not included into web menu. Perhaps there should be a distinction on web front end, and back end. I know Javascript is both front end, and back end. I just don't want new users of PHP learning, and questioning the use of PHP.

Only SoloLearn developers can answer your question technically. The same question can also be raised in regards to Node, why Node code is not bundled with a Web project. I think it might be the same reason why PHP wasn't bundled with Web project.
