I would recommend you learn JavaScript before making a website.

Yes, you can already start to make your first STATIC website. Actually you should. You can then add more and more to it to make it dynamic as you learn other languages.
For the question, I don't know what you really mean by items but I guess you would use a text editor to write your code. I'd recommend you Notepad++ for beginning.
