Yes, it is possible. I also use mobile phone for this. It is a little bit difficult in starting days but after some time it is easy. You have to just remember that where is the commonly used things are.

It all depends on who your target customers are. For example, if you're designing a simple webpage for your local school telling your local community what events are happening at the school you might be able to get away with designing a website with almost no user interaction. So you might be able to just use HTML. You could do that with just a mobile phone. However you wouldn't be able to charge much for that. And as a freelance developer you don't want to limit yourself to just small customers paying small amounts for simple jobs. You'll quickly get undercut by students or others willing to do that for free or almost nothing. Once you start coding on a laptop you'll literally never want to code on your phone anymore except for making minor modifications. And there aren't really IDEs or good editors that can run on a mobile phone. Laptops can be bought or even leased or borrowed for a low price these days depending on your budget. Think of it as an investment.

You can do it in smart phones ,but in smart phones you can do only limited things, like you can't see Inspect and even phone's keyboard are not good for typing because it's suggestions can affect your code . Laptop will give you an environment to code, so even you will also love to code in Laptop! But if you wanna write codes in android then this site will help you - https://repl.it/~ Best of luck!

If you are using php for backend use ksweb you will get apache and phpmyadmin. So you can also run such files in phone. But i would recommend using computer or laptop for productivity and easier coding.

Another possible is to get a second hand or used laptop. Personally I wouldn't do that unless I knew the previous owner and knew that he/she took good care of the laptop but if you can't get one any other way it might be the best option. A desktop isn't really a good solution for a freelance developer simply because it isn't portable. Sometimes you need to do a presentation for a potential client and having to borrow a laptop or desktop or even worse carry around a desktop just isn't professional. Some potential clients won't mind but the fact that you're charging for your services but won't even make the investment of getting a laptop will scare away some potential clients.
