Do i need to learn formaction,formmethod,formenctype attribute of input type image?

Question

I'M still Learning html & css. I found those attribute on input type"image" in htm forml. I am confuse that is those attribute are essential for html/css or do I learn those attribute when I started to learn a server side language like php/python?
