Is html and CSS better to create a website without Python and JavaScript

You must understand that you cannot create a working website using html and css, To make the site work and have functions, you need to add javascript.
Here is the rule:
(The site can be considered a human) 1) CTML is a skeleton
2) CSS is an appearance, design
3) JavaScript is neurons, a brain, site functions

HTML and CSS is used to design the website. JavaScript and other languages are for backend of the webites. Those languages will make the website functioning. If you don't use any other language except HTML and CSS then your website will be almost useless.
