I got the point of your question wrong. Yes, it is possible to learn and write JS and Cpp code using an Android phone, but in my opinion it is very uncomfortable.

As far as I know, you can use both JS and C++ for Android apps development. C++ is available as a language in Android Studio, while JavaScript together with HTML and CSS may be used to create a Webview app.
