What is the difference between strong text and bold text?

there is a difference in certain ways, strong is a semantic tag whereas bold is an action, strong actually is a way to tell the browser to emphasize the text, usually the method is to bold the text. for an example, on a palm pilot, strong actually underlines the text, not what bold does which is insignificant in that browser :)
