How can one learn a language completely?

From basic to depth of that language.

When I try to make certain creative and different designs or web pages, I start searching for the tools i can get. But instead of it I want myself to be knowledgeable of them without searching.

I have made certain games from js and many web pages (portfolio and other web pages) but I did these by making most of the part with Html and CSS or with JS. When I think of making a web page using all languages it then comes to face difficulty.

Ya you are right, I am doing in that way only but want to take it to more professional.
