Before you start learning PHP you need a basic understanding of HTML. If you already have it, its good, If not i will suggest to learn HTML tutorials to help you. When you know both languages, you can switch between PHP and HTML right in the same document.
It is not necessary to learn html before PHP, but you should have basic knowledge of html. PHP is a server side programming language & HTML is a client side language. To display your content you need html.
