Military time Code coach

Question

Could anyone tell me what is the wrong with my code of (Military time code coach) it matches 3 test cases out of five.
I have tested it on other interpreter for different inputs , and it gives the desired outputs.

I believe the issue is that proper military time format has a 0 in front for the time from 12 AM to 9 AM

ex: 3:00 AM -> 03:00
