What program and setup do you use for creating webpages? How much would you rate yourself with the knowledge you have?

I mean markup languages knowledge, extensions, design libraries, frameworks, cms, softwares, programs, computer desktop, screensavers anything that helps you work

When I need to create something really small I am using Notepad++ or VA Code. When I have to create big project I have phpstorm. Default configuration with vs key scheme.
My skill? C/C++ and C# most. Some ASP .NET MVC and HTML, CSS, PHP but not as high as I want.

Thank you so much Mat, that was helpful. Do you ever use CMS or DreamWeaver? If yes, for what kind of projects do you prefer these?
