You can do everything on pc (it's easier to edit the code on pc imho) then put the files on phone and just open with browser

In which language do you write a program? Do you want to make it executable?
Or you want to make useful content?

I Mean That If I Have Made An App In SoloLearn By Using HTML, CSS, And JS. And It Is Working In Sololearn
Then How Can I Make That App Run In my Mobile Phone.

Copy paste a html, css, js in text files (they must be in same folder)
Make their extensions .html .css .js
Connect the js and css in html
Open the html using the browser

I don't know which text editor for phone is better, as I am using the computer mostly
