Mentions in private chat, how do they work?

If I mention user B in a private chat with user A. Will user B be notified?
Will user B automatically be given access to read the chats?

Ore u can't mention any of the user in private chat ! You could use @ but see, it's not anyones user name, u are just fixing it. That's all!
