if you have any computer, you can open your HTML file in any browser and create or edit the file using any text editor.

if you have only mobile phone, use Sololearn Editor. It is awesome and wonderful, you can also add CSS and JAVASCRIPT.

u can use notepad and save the file with the source .html or .htm and then open it into internet explorer or google chrome
